Summing up the work of the EU conference on drugs, held in Turku 6-7 September, conference rapporteur Richard Ives said that a main objective identified is to align the goals of different organisations. ”This is done through training, setting targets and performance indicators. It is important that common working aims are agreed in writing and by redefining success. These are the things that can take our work forward.” He said that all the working groups of the conference had raised the common concern that the various authorities and organisations involved in work on drugs have differing goals. A leading expert in the Council of Europe’s Pompidor Group, Richard Ives produced the report of the Turku conference based on the conclusions of its five working groups. The conference report thereby reflects five different perspectives and approaches to drug problem prevention and ways to improve the treatment of drug abusers. Finland will convey the conference report to the EU Commission and Council of Europe for follow-up. The conference also distributed presidency conclusions, which will be passed to the EU’s horizontal working group on drugs and to the council on justice and home affairs. State Secretary Terttu Savolainen said that the conference working groups held discussions from five different angles, in which cooperation has been constructive on the importance of collaboration between different authorities. The working groups did not seek a common viewpoint, rather an exchange of experiences. They also shared information on different working models and approaches. Network of authorities needed The conference participants agreed that the creation of a cooperation network of authorities is necessary for the prevention of drug problems and to ensure the treatment of abusers. The Council of Europe’s Pompidor Group is expected to take on the creation and coordination of such a network. The conference made clear that if international collaboration falters and local authorities and act in ignorance of one another’s work, it is futile to present a common declaration on reducing drug problems. Police and social authorities need to agree common working methods Ideally, police and social workers should focus on drug use before it produces problem users. The conference discussed the special importance of reaching young drug users as early as possible. The working methods of police forces and social services differ, which means that a common challenge facing tem is to agree on forms of collaboration. When such collaboration is agreed in writing, it works, even if there are changes in personnel. In order for collaboration to work, such things as exchanges of information need to be arranged. There have been good experiences gained from information exchange, when such information is exchanged on a need to know basis for each employee. The police do not need to have information of the health of drug users, nor do social services need information on their criminal background. But there is much general information that can be of help in breaking the cycle of clients’ drug dependency. There is in addition a need for exchanges of unofficial information and opinions. Joint follow-up and further training create good bases for the police and social and health authorities to work in guiding the treatment of drug problems. Joint training events have set the basis for understanding one another’s working methods and working culture. Treatment referral also is best achieved through cooperation by different authorities. Early intervention is a good start for treatment referral. The role of faith communities, workplaces, NGOs in addition to police and social and health services in treatment referral is decisive. They reach drug users at different points in their lives. When problems have persisted for long, there is a need to minimise the resultant harm, such as with low threshold services. Päämääränä on yhteisten tavoitteiden luominen. Jotta yhteistyö onnistuu, mm. tietojen vaihdosta on sovittava. Varhainen puuttuminen on hyvä alku hoitoonohjaukselle. Finland’s EU Presidency : Society and traditions

Finnish society is based on the Nordic model of welfare which guarantees a basic level of social protection for every citizen. Health-care services, pensions and education, for example, are financed through tax revenue. Families with children receive support and the period of maternity and parental allowances covers more than eight months and under Finnish legislation, municipalities are responsible for providing day-care services for every child after the parental leave period.

Education

In Finland, children generally start school at the age of seven. Before comprehensive school, children may participate in one-year pre-school education, mainly provided by social authorities in day-care centres. Finland has nine years of compulsory schooling.

The Finnish education system has been ranked as one the best in the world. (Ministry of Education/Elvi Rista)

After the nine years, usually at the age of 16, young Finns can choose between general and vocational upper secondary education. Half of them opt for the upper secondary school.

After the upper secondary school stage, studying can be continued at the level of tertiary education. Currently, a one in four Finns has a qualification from higher education.

The Finnish education system has scored high marks in the OECD Programme for International Students Assessment, known as PISA, which evaluates the mathematical, scientific and reading literacy and problem-solving skills of 15-year-olds. In Finland’s case, the results showed that regional differences in students’ skills were minimal, which speaks for the equality of education in Finland.

Compulsory schooling and higher education are offered mainly free of charge. Students are also, on certain conditions, eligible for financial aid. Students may also receive a housing supplement and a state-guaranteed student loan.

Wide-ranging social support system

Basic health services are available for all persons residing permanently in Finland. Primary healthcare is provided by municipal health centres against a fixed customer fee.

The basic income of an unemployed citizen is guaranteed by unemployment benefit and a labour market allowance. Unemployed persons are also assisted in seeking a new job and provided with opportunities to attend a training scheme, usually a vocational training course.

Family policy and services

All children below school age are entitled to municipal daycare. (Tekes/Mira Banerjee)

Most Finnish women go out to work as society provides means for reconciling work and family life. Parents are entitled to maternity and paternity leave covered by an earnings-related maternity or paternity allowance. Maternity allowance is paid for the first five months of entitlement. Fathers living in Finland are entitled to paternity totalling three weeks. After maternity or paternity leave, either one of the parents is entitled to a seven-month child care leave.

Expectant mothers have a right to free medical examinations, and child welfare clinics provide antenatal classes for parents and monitor and support the physical, mental and social development of children. All expectant mothers residing in Finland are entitled to a maternity grant. Mothers can choose between a maternity package containing child care items and a cash benefit. Among the contents of the maternity package are clothing, feeding bottles, bedding and a portable cot.

Daycare

All children below school age are entitled to receive municipal daycare either at a daycare centre or in family daycare. Daycare costs are calculated according to a family’s size and income. About two out of three children attend daycare centres whilst the remaining third are in family daycare.

Conscription

In Finland, there is compulsory military service for all young men and they usually enter the army at the age of 19 or 20. Military service lasts for 180, 270 or 362 days. More than 80% of men in each age group complete military service.

Conscripts may also apply for civilian service and annually some 2,500 men do so. The duration of civilian service is 395 days. Since 1995, it has been possible for women to volunteer for military service and 400-500 women do so annually.

Traditional festivities

Midsummer (juhannus)

Midsummer traditions are observed at the open-air museum of Seurasaari, an island not far from central Helsinki. (City of Helsinki Picture Bank/Paul Williams)

Midsummer celebrations in Finland have their roots in a pagan festival of light and fertility dedicated to ”Ukko”, the god of weather. Nowadays, Finns head for lakeside cabins to celebrate Midsummer and light the Midsummer ”kokko” (bonfire). The sauna is another integral part of Midsummer tradition. In Finland, Midsummer night is a magical time. According to ancient Finnish folklore, a young woman will meet her future husband during the ongoing year if, during Midsummer night, she goes and rolls naked in a dewy corn field.

May Day (vappu)

”Vappu” (from German ”Walpurgis”) is celebrated on the first of May. In Finland it is a carnival day that combines the customs of the international workers’ movement and the traditional springtime revelry of Scandinavian students.

On the first of May, even the weather, with its possible wintry breezes, cannot stop Finns from enjoying flamboyant picnics with sparkling wine in public parks. First of May marches, in the spirit of the workers’ movement, are also organised across the country.

Summer dwellings

A typical Finnish scene: a summer dwelling with a lakeside sauna. (Finnish Tourist Board)

In summertime, Finns leave the towns and head for their summer cabins or houses beside lakes or the sea. There are more than 450,000 such summer dwellings in Finland.

In the past, summer dwellings were modestly equipped with no electricity or running water. Today, increasingly, they are being turned into all-year dwellings, or ”second homes” fitted with all modern facilities.

Sauna

Finns are a nation of sauna enthusiasts. It is estimated that 1.3 million Finnish homes have a sauna of their own. (City of Helsinki Picture Bank/Marianne Sjöblom)

Finland is the land of the sauna and the Finns are a nation of sauna enthusiasts. Most Finns take a sauna at least once a week. The sauna is considered both an essential part of the washing facilities in dwellings and a place for relaxing and soothing the mind. The expression ‘to have a sauna’ covers the whole bathing process and includes several repeated periods of perspiring in the heat and the steam, known as ’löyly’, produced by the water thrown on the hot stones of the sauna stove.

When possible, Finns also like to take a dip in a lake or the sea while having a sauna. In winter, depending on the location, some sauna bathers make a hole in the lake or sea ice and immerse themselves or swim for a while in the chilly water, which they say is a beneficial habit.

Saunas are very common in town dwellings, too, and are adjacent to the bathroom in almost all new apartments. It is estimated that as many as 1,3 million Finnish homes have a sauna of their own. In addition, there is a large number of separate sauna cabins in the countryside, mainly close to the summer dwellings.

Finnish cuisine

Finnish cuisine has been influenced by the east and the west. Food in Finland is pure, authentic and not over-processed; it is made using produce from the least-polluted country in Europe, with the cleanest environment.

One third of all bread consumed in Finland is baked from rye flour. (Finnish Tourist Board/ Luk Thys, Foodphoto)

Karelian pasties with their thin rye crusts filled with rice were originally a regional speciality that have for years been eaten all over Finland. North Karelia, in the eastern part of the country, is their birthplace. If eaten in the traditional way, Karelian pasties should be spread with a mixture of hard boiled egg mashed with butter.

The ’kalakukko’ fish and meat pie is a culinary curio from the province of Savo in eastern Finland. In consists of a rounded, loaf-shaped crust filled with fish and fatty pork. The fish and pork content can be replaced by vegetables. ’Leipäjuusto’, literally ’bread cheese’, is a product of western and northern parts of Finland. It is an unusual cheese as, unlike cheeses in general, it is baked in the oven during the cheesemaking process. It is often served with cloudberry jam.

Different kinds of pasties, ’rieska’ and other kinds of bread together with homemade beer, known as ’sahti’, make part of the traditional cuisine. Dark rye bread, raw pickled fish and reindeer are also traditional fare.

Today, Finns are no strangers to international cuisine. Pizza, pasta, Asian and fast food are now popular particularly among the young.

Universal right

The legal concept of everyman’s right also permits fishing with rod and line without a licence. (Ministry of Agriculture and Forestry/Pekka Väisänen)

The traditional Finnish legal concept of everyman’s right allows free right of access to the land and waterways. This means that wild berries, mushrooms and flowers may be freely picked wherever everyman’s right allows access to the land, as long as they are not protected species.

People may also fish with a rod and line as long as they do not disturb other people or damage property.

Finland’s EU Presidency : Foreign Minister Tuomioja met with UN Secretary General Kofi Annan

Press release, General Affairs and External Relations

18 Jul 2006, 16:01 en fi sv

The situation in the Middle East and particularly Lebanon was the main topic of discussions, when Foreign Minister Erkki Tuomioja, President of the EU General Affairs Council met with the United Nations Secretary General Kofi Annan in Brussels on Tuesday, July 18. The meeting took place in connection with the Conference on African Union Mission in Sudan (AMIS), organized by the African Union in cooperation with the European Union and the United Nations. The developments during the recent days at the Northern border of Israel and in Lebanon are new turn for the worse. We give our full support to the efforts of Secretary General Kofi Annan and the United Nations to calm the situation and return to the peace process, Tuomioja said. Also EU?s High Representative Javier Solana visited the region recently. Secretary General Kofi Annan welcomed the decisive role of the European Union in the setting up of the Temporary International Mechanism with the objective of direct delivery of assistance to the Palestinian people. It is clear that demands have increased as a result of the operation. Foreign Minister Tuomioja and Secretary General Annan discussed also the security and safe departure of of EU Citizens and UN personnel from Lebanon. Close international cooperation and exchange of information is needed in this issue. Tuomioja and Annan also exchanged views on the Cyprus issue and on-going international efforts to overcome existing problems. Support to Darfur Peace Agreement and peace process Foreign Minister Tuomioja participated in the Conference on the African Union Mission in Sudan. In the discussions the Darfur Peace agreement was regarded as an important step forward. The International Community has to remain committed to support the peace process in Darfur, including the implementation of the DPA as well as support for humanitarian needs and reconstruction. Mekanismin tarkoituksena on toimittaa apua suoraan palestiinalaisille. Back

Finland’s EU Presidency : Sotatoimia paenneiden libanonilaisten kotiinpaluu haastaa humanitaarisen avustustoiminnan

Press release, General Affairs and External Relations

16 Aug 2006, 17:20 en fi sv

Representing the EU Presidency, Paula Lehtomäki, Finland’s Minister for Foreign Trade and Development, ended her three-day visit to Lebanon on Wednesday, 16 August. Minister Lehtomäki, who visited the country together with Louis Michel, European Commissioner for Development and Humanitarian Aid, became acquainted on Wednesday with the work done by the distribution centre of the World Food Programme (WFP) and with the overall situation in the environs of Beirut. ”In response to the ceasefire that began on Monday morning, tens of thousands of Lebanese have started returning to their homes. The extent and speed of their return have come as a surprise to all actors, and constitute a great challenge for aid organisations as they strive to meet changing demands. Now is a time for action. The UN and the EU must be able to increase the efficiency of their work so that stable conditions can be guaranteed,” the minister stated. In Beirut, Lehtomäki met with Prime Minister Fouad Siniora, Social Minister Nayla Mouawad and Nabil Jisr, the Prime Minister’s advisor for reconstruction planning. Lehtomäki stressed to Prime Minister Siniora that alongside seeking a solution for the situation in Lebanon, we must strive to devise a holistic solution for achieving peace in the Middle East. Siniora confirmed his Government’s commitment to the implementation of UN Security Council Resolution 1701. The delivery of humanitarian aid and the planning of reconstruction are in full swing, too, and these activities call for the help of the international community. Lehtomäki and Michel stated that the EU is Lebanon’s partner in this process. Several Member States are also prepared to take part in the Unifil operation. Social Minister Mouawad said that people’s wish to return to their home towns immediately after the cessation of hostilities had come as a surprise even to the Lebanese authorities. Humanitarian aid and reconstruction needs are still undefined, especially in Southern Lebanon. The meeting with international aid organisations and local representatives of national associations highlighted the active and important role of local actors right from the onset of the conflict. The immediate challenges now are linked with the building of housing and shelters for Lebanese returning to their home towns. Lehtomäki also discussed the situation in Lebanon with representatives of local youth organisations. Additional information: Pirjo-Liisa Heikkilä, Press Attaché to the Minister, tel. Siniora vahvisti hallituksensa sitoutumisen YK:n turvallisuusneuvoston päätöslauselman 1701 toimeenpanoon. Finland’s EU Presidency : EU:lla mahdollisuus ottaa johtava rooli Lähi-idän konfliktissa

Minister Lehtomäki, who represented the EU Presidency, visited the area with Louis Michel, European Commissioner for Development and Humanitarian Aid. They determined the situation concerning the need for humanitarian assistance in Lebanon and Israel, and investigated what could be done to intensify the humanitarian aid efforts already in place.

Lehtomäki pointed out that the need for humanitarian assistance in Southern Lebanon is enormous, and that the ceasefire has clearly improved possibilities to ensure access so that aid reaches its destination. People in Lebanon started returning to their homes from the temporary camps immediately after the ceasefire came into force. The massive proportions of the return traffic, and the speed at which people began their return, has taken aid organisations by surprise and has set new challenges with regard to redirection of assistance. When people began returning to their home areas, the temporary shelter camps were emptied within a few days. In addition, the logistics situation in Southern Lebanon is difficult and transport vehicles delivering aid have had trouble reaching their destinations.

“Following the ceasefire, a comprehensive solution for the entire region must be found; that is the only way to achieve lasting peace and sustainable development for the whole region. In devising a political solution, the situation of the Palestinians must not be forgotten; besides the West Bank, we must also remember the difficult situation in Gaza,” Minister Lehtomäki stressed.

Reconstruction has not begun yet, but the EU Commission has already begun a process to assess reconstruction needs. In the minister’s opinion, reconstruction must also reinforce the sovereignty of the Lebanese Government so it is able to keep the entire country under its control. The duration of the reconstruction period is difficult to estimate at this stage, but it is clear that it will be a tremendous undertaking.  There is an urgent need is for housing, schools and hospitals; other aspects of the country’s infrastructure will be targeted for reconstruction at a later stage.

“The EU will be a leading force in the reconstruction process; the EU Member States and the Commission have jointly pledged 115 million euros in humanitarian aid to Lebanon. Some 15,000 to 30,000 homes in Lebanon have been destroyed, and as many as 100,000 people are without housing. Aid organisations have only a couple of months to act before winter sets in,” Lehtomäki stated.

Finland’s EU Presidency : Presidency Statement on the recent developments in Israel and Lebanon

CFSP statement, General Affairs and External Relations

13 Jul 2006, 16:34 en fr fi sv

The Presidency of the European Union is greatly concerned about the disproportionate use of force by Israel in Lebanon in response to attacks by Hezbollah on Israel. The Presidency deplores the loss of civilian lives and the destruction of civilian infrastructure. The imposition of an air and sea blockade on Lebanon cannot be justified. Actions, which are contrary to international humanitarian law, can only aggravate the vicious circle of violence and retribution, and cannot serve anyone’s legitimate security interests.

The Presidency urges Hezbollah to release the captured Israeli soldiers immediately and unconditionally, and to cease all attacks on Israel. The Presidency also calls on the government of Lebanon to do its utmost to prevent such attacks.

The Presidency urges all countries in the region to work for the restoration of calm in order to avoid the further escalation of the situation into war.

Finland’s EU Presidency : Länsi-Balkan ja Lähi-itä EU:n ulkoministerien asialistalla

Press release, General Affairs and External Relations, Economic and Financial Affairs, Competitiveness (Internal market, Industry and Research)

14 Jul 2006, 10:57 en fi

The EU General Affairs and External Relations Council (GAERC) will meet for the first time during Finland’s EU Presidency on Monday, 17 July, in Brussels. The Council will be chaired by the Finnish Foreign Minister, Erkki Tuomioja. During Finland’s EU Presidency, the Minister for Foreign Trade and Development, Paula Lehtomäki, will represent Finland at the GAERC meetings. The Ministers will discuss the Western Balkans and, in particular, in relation to Kosovo, Serbia and the former Yugoslav Republic of Macedonia. The UN Special Envoy, Martti Ahtisaari, will attend the meeting and inform the Council on the progress achieved in the talks to determine the future status of Kosovo. The intention is to confirm the Union’s support to the UN led negotiations as they are to enter a phase of direct high-level political negotiations. High Representative Javier Solana and Commissioner Olli Rehn will present their second joint report on the matter outlining the Union’s future role in Kosovo after the question of Kosovo’s status has been settled. The Ministers will also discuss the situation in Serbia and in particular the troika meeting to be held with Serbia which will focus on Serbia’s cooperation with the International Criminal Tribunal for the Former Yugoslavia (ICTY) in the Hague. There will also be a troika meeting with representatives of Bosnia and Herzegovina in connection with the Council meeting. The Council agenda will also include the recently deteriorated situation in the Middle East. The captures of Israeli soldiers in Gaza and Lebanon, the attacks by Hezbollah on Israel and Israel’s military operations in Palestinian Territories and Lebanon have aggravated the crisis. The weakening humanitarian situation in the region gives particular reason for concern. The settlement of the crisis calls for the reopening of negotiations between all parties. The Foreign Ministers will also discuss issues relating to Iran’s nuclear programme and the human rights situation in the country. On 6 June, High Representative Solana delivered to Iran in Tehran a cooperation initiative, which had been agreed on by the permanent members of the UN Security Council and Germany. Iran has not as yet responded to the proposals. The issue is to be discussed also at the G8 Summit in St Petersburg. The Council will discuss the critical stage of the WTO negotiation round. The aim remains to achieve concrete results by the end of July which would enable to conclude the negotiations by the end of the ongoing year. The Ministers will also address problems relating to migration, the resolution of which must, in the long term, be sought through of a common EU policy. The policy must be based on a broad-based approach with the aim of tackling the reasons behind migration. Consistency with the EU’s external relations policy, geographical balance and respect of human rights are essential principles of the cooperation in this field. The Council will discuss the results of the Rabat Conference on Migration, which the (POIS: Finnish) Foreign Minister Tuomioja attended at the beginning of July, and the High-Level Dialogue on International Migration and Development to be organised in connection with the UN General Assembly on 14-15 September. The EU’s policy in relation to Sudan, the situation of the Darfur Peace Agreement and the continuation of EU’s support to the African Union’s AMIS operation will also be discussed. The Ministers will also discuss the elections to be held in the Democratic Republic of Congo. The EU will assist the UN in the election process by crisis management and police operations. The European Union will deploy its largest ever EU Election Observation Mission to the Democratic Republic of Congo. A total of 1,500 international observers, 250 of which from the EU, will follow the elections. EU Foreign Ministers will sign an agreement on the 10th European Development Fund at the GAERC meeting. The 10th European Development Fund has been allocated EUR 22.7 billion for the period of 2008-2013 to finance EU development cooperation in the ACP countries. Finland’s share of the Development Fund payment is 1.47 %, some EUR 333 million. In addition to the troika meetings with Serbia and Bosnia and Herzegovina, there will also be the meetings of EU-Kazakhstan and EU-Kyrgyzstan Cooperation Councils. The EU General Affairs and External Relations Council (GAERC) will also discuss, in an open session, the priorities for Finland’s EU Presidency. A webcast of the open session can be viewed on the EU Presidency web service at www.eu2006.fi/webcasts and on the Council Secretariat’s website at www.consilium.europa.eu/videostreaming. Further information: Anne Huhtamäki, Counsellor, Ministry for Foreign Affairs, Division for European Affairs, tel. +358 9 1605 6097 or +358 40 546 0456 EU:n yleisten asioiden ja ulkosuhteiden neuvosto kokoontuu ensimmäistä kertaa Suomen EU-puheenjohtajakaudella 17. heinäkuuta Brysselissä. Neuvoston puheenjohtajana toimii ulkoministeri Erkki Tuomioja. Suomen kansallisena edustajana neuvostossa EU-puheenjohtajakauden aikana on ulkomaankauppa- ja kehitysministeri Paula Lehtomäki. Asialistalla on Länsi-Balkan erityisesti Kosovon, Serbian ja Makedonian kannalta. YK:n erityisedustaja Martti Ahtisaari osallistuu kokoukseen ja kertoo Kosovon statusneuvottelujen etenemisestä. Tarkoituksena on vahvistaa unionin tuki YK-vetoisille neuvotteluille siirryttäessä suoriin korkean tason poliittisiin neuvotteluihin. Korkea edustaja Javier Solana ja Euroopan komission jäsen Olli Rehn esittelevät toisen yhteisraporttinsa, jossa linjataan EU:n tulevaa roolia statusratkaisun jälkeisessä Kosovossa. Viime viikkoina huonontunut Lähi-idän tilanne on neuvoston asialistalla. Huolena on erityisesti alueen heikentyvä humanitaarinen tilanne. Neuvotteluissa on edelleen tavoitteena päästä konkreettisiin tuloksiin heinäkuun loppuun mennessä, jotta neuvottelut olisi mahdollista saada päätökseen tämän vuoden loppuun mennessä. Ministerit keskustelevat myös muuttoliikkeeseen liittyvistä ongelmista, joihin on pitkällä aikavälillä etsittävä ratkaisua yhteisellä EU-politiikalla. Kysymys on laajasta lähestymistavasta, jossa pyritään vaikuttamaan muuttoliikkeen perussyihin. Lisäksi keskustellaan Kongon demokraattisen tasavallan tulevista vaaleista. EU toimii YK:n tukena vaaliprosessin aikana sotilaallisen kriisinhallinta- ja poliisioperaation avulla. Vaaleja seuraa EU:n kaikkien aikojen suurin vaalitarkkailumissio. Kansainvälisiä tarkkailijoita on yhteensä noin 1500
, joista 250 tulee EU:sta. Finland’s EU Presidency : Address by Minister for Foreign Trade and Development Paula Lehtomäki in the Development Committee of the European Parliament (DEVE), 11 July 2006

Finland’s EU Presidency : EU, labour market organisations and NGOs want to develop the quality of working life and wellbeing at work

Press release, Justice and Home Affairs, Employment, Social Policy, Health and Consumer Affairs

06 Jul 2006, 10:10 en

On the first day of the informal meeting of EU employment, social affairs and health ministers Finland and the employment and social affairs ministers of the two next Presidency countries (Germany and Portugal) met with NGO and labour market organisations at Finlandia Hall in Helsinki.Minister of Labour Tarja Filatov chaired the joint meeting of social affairs ministers and labour market organisations. The Minister of Social Affairs and Health Tuula Haatainen, the employment and social affairs ministers of the two next Presidency countries, Franz Müntefering of Germany, and José Vierira de Silva of Portugal, Commissioner Vladimir Spidla and representatives of European and Finnish labour market organisations also took part in the meeting. The participants discussed how to respond to the challenges brought about by globalisation and population ageing. The meeting affirmed that globalisation is both a challenge and an opportunity. They need to be met jointly. The development of the quality of working life is central. The role of labour market organisations in this work is important.Increasing productivity in a socially sustainable way is a key factor, which in the future will be secured by the European Social Model. Amidst populationageing the growth of productivity will help Europe adapt to having an ageing workforce and to increased costs incurred by care for older people. The participants in the meeting considered it important to discuss the flexicurity (flexible security) of working life and in relation to it productivity, the organisation of work and balancing working and other areas of life. It was stated at the meeting that there should be European general principles created for flexicurity. Decent work is a European competitive asset in global economic competition. Work that respects fair game rules is also important from the viewpoint of productivity and welfare for businesses operating in developing countries and their employees.Health at work, equality in working lifeMinister of Social Affairs and health Tuula Haatainen chaired the joint meeting of employment and social affairs ministers and NGOs. Also taking part in the meeting were Minister Filatov, the employment and social affairs ministers of the troika countries, Commissioner Spidla and European and Finnish NGO representatives. The meeting affirmed that social participation is a major challenge for Europe. Exclusion is seen as a common threat. NGOs drew attention to health at work and expressed the hope for a common European strategy for how mental health issues can be taken up as a subject for discussion in working life. Exclusion starts at an early age and to prevent it equal opportunities for training and work as well as access to various social and health service areas must be assured.NGO representatives lauded the Finnish programmes to promote wellbeing in working life, which have focused on the challenges of ageing and remaining in employment. In this area Finns have much to contribute in the European debate. Ageing and prolonged life are not, however, just challenges, but rather and opportunity and above all an indication that the European welfare model works. NGO representatives stressedthat at the same time that flexible solutions are sought for working life, means also need to be sought to guarantee social security. The participants also emphasised that it is important to find models for the better harmonisation of family life and work and for gender equality, for instance by a broader sphere of care in working life. The gender viewpoint must also be taken into account in the development of social protection systems. At Thursdays press conference, in addition to Commissioner Spidla there will also be the following representatives of labour market organisations: The General Secretary of the Union of Industrial and Employers Confederations of Europe (UNICE) Philippe de Buck, the Deputy General Secretary of the European Trade Union Confederation (ETUC) Maria Helena André, the Chairman of Social Affairis Committee, CEEP- European Centre of Entreprises with Public Participation and of Entreprises of General Economic Interest Charles Nolda, the representative of the European Association of Craft, Small and Medium-sized Enterprises (UEAPME) Director Rauno Vanhanen, the Director General of the Confederation of Finnish Industries Leif Fagernäs, and the President of the Confederation of Unions for Academic Professionals (AKAVA) Risto Piekka.
