Finland’s EU Presidency : Opetusministeri Antti Kalliomäki Aikuiskoulutuskonferenssissa 3.10.2006

Speech, Education, Youth and Culture

EU:n perustuslakisopimuksesta käytävä keskustelu on sellainen.
toteuttaa ilman huomattavaa panostusta aikuisten osaamisen kehittämiseen. Back

Finland’s EU Presidency : Art and entertainment

Finland takes great pride in its cultural life and arts. Acclaimed names range from the master composer, Jean Sibelius, to the father of modern Finnish architecture, Alvar Aalto.

Today, it’s the rock bands, including HIM, The Rasmus, Nightwish and Apocalyptica, with record sales topping a million copies worldwide, that make Finnish music known abroad. In May 2006 Finland was very much in the spotlight after the Finnish rock band Lordi won the Eurovision Song Contest held in Greece.

Kiasma, the Museum of Contemporary Art, is situated in central Helsinki. The building was designed by American architect Steven Holl. (City of Helsinki Picture Bank/Matti Tirri)

The state supports culture and arts by providing financial assistance for cultural events. There are hundreds of arts and cultural festivals every year. The most popular outdoor musical events include the Pori Jazz Festival, the Savonlinna Opera Festival, the Kaustinen Folk Festival and the Kuhmo Chamber Music Festival.

Finland has more than a thousand museums, the most important being the National Museum; the Museum of Finnish Art, Ateneum; and Kiasma, the Museum of Contemporary Art. Finland has more libraries per inhabitant than any other country in the world. The citizens of Helsinki, for example, have 51 public libraries and a mobile library at their service.

Finland’s EU Presidency : Geography and climate

When Finns say that they come from a small country they are usually referring to the size of the country’s population of some 5 million inhabitants. Judged by its area, Finland is Europe’s seventh largest country preceded by Russia, Ukraine, France, Spain, Sweden, and Germany. Finland’s neighbouring countries are Russia to the east, Norway to the north-west and Sweden to the west. Estonia is located to the south, across the Gulf of Finland, and can be reached by ferry from Helsinki in about 90 minutes.

Forests and bodies of water

The archipelago off the south-west coast of Finland is a popular holiday destination. (Finnish Tourist Board/Krista Keltanen)

Forests cover more than 80% of the national territory of 338,000 square kilometres and lakes and rivers account for almost 10%. There is a popular saying that Finland is a country of thousands of lakes which lives off its forests. Offshore islands form another important part of Finland’s geography. The lake district in central Finland and the archipelago off the south-west coast are popular holiday destinations and both areas have a large number of holiday cabins and other summer houses, villas and the like.

The Åland Islands are an autonomous, demilitarised, Swedish-speaking Finnish province situated south-west of the Finnish mainland between Finland and Sweden. Åland consists of more than 6,500 islands and islets. Passenger ships sailing between Finland and Sweden make a stop at Mariehamn, Åland’s principal town, situated on the main island. Åland’s popularity with visitors can be explained by its special tax status. Ships calling at the Åland Islands have the right to sell tax-free goods even though the province, as part of Finland, is a member of the European Union.

Cold winters and warm summers

The seasonal changes in temperature are considerable. Winters are cold and snowy whilst summers can bring hot weather even to the northernmost parts of the country.

Crown snow on spruce trees. This phenomenon takes place every year in northern Finland. (Finnish Tourist Board)

In 2005, the coldest month in Helsinki was March when the average temperature was -5 degrees Celsius. In Sodankylä, a town in northern Finland, the coldest month was also March with an average temperature of -10.4 Celsius. The warmest month in Helsinki was July when the thermometer showed an average temperature of 19.2 Celsius. In Sodankylä, the warmest month, July as well, had an average temperature of 16.2 Celsius.

In Finnish Lapland, the northernmost part of the country, winter lasts almost for seven months and landscape is covered by snow for some 200 days a year. In southern Finland, the snow cover stays for about 100 days. In northern parts of the country, snow settles in for the winter by the end of October and in the south it usually arrives by Christmas time.

The sea areas around Finland freeze every winter. This is the period when Finland’s fleet of icebreakers is busy keeping sea lanes open for merchant shipping as the country’s foreign trade relies heavily on maritime transports.

Polar nights and polar days

The Aurora Borealis above the Arctic Circle. (Finnish Tourist Board)

Due to Finland’s geographic position, the northern parts of the country experience some interesting natural phenomena such as a period of darkness in winter and the white nights of summer.

The winter darkness, or polar night, known in Finnish as ”kaamos”, is the time when the sun remains below the horizon for 51 days in the far north. Correspondingly, in the summer, above the Arctic Circle, the sun does not go below the horizon for more than two months. These luminous days are known as the white or nightless nights. Midsummer, celebrated at the summer solstice, is a time for traditional festivities throughout Finland.

Finland’s EU Presidency : Tuomioja näkee Libanonin kriisin testinä EU:n toimintakyvylle

“We now are in a situation where the European Union is faced with great hopes and expectations, especially in Lebanon, but also more widely in the region,” Foreign Minister Erkki Tuomioja stated after the Cabinet Committee on European Union Affairs and the Cabinet Committee on Foreign and Security Policy had discussed the matter during meetings on 31 July. Finland as the EU Presidency has called together an extraordinary meeting of the EU General Affairs and External Relations Council, to take place in Brussels on Tuesday.

Tuomioja took part last week in the International Conference for Lebanon held in Rome, and travelled thereafter with the European Union Troika to discuss the issue with the leaders of Israel and Lebanon. In Tuomioja’s view, the European Union is seen in the region as the most credible actor, of whom quick action is expected in order to bring about an end to the hostilities and to get the Middle Eastern peace process restarted.

“These expectations also arise from within the EU, such that this crisis is now a test for whether – and how well – the EU can act and exert influence,” Tuomioja said.

According to the Foreign Minister, there is no reason to doubt the unanimity of the EU Member States: “Within the EU we have clear and uniform views,” he continued. “If the EU now is unable to act and to show leadership in this issue – the leadership that it is now being offered – we can say goodbye to EU power of influence for a long time,” Tuomioja added.

The extraordinary meeting of the EU General Affairs and External Relations Council is expected to work out a clear action policy for solving the situation in Lebanon. The action policy, it is anticipated, will incorporate the demand, repeated earlier by the EU, for an immediate end to the hostilities and the reaching of a political solution to the problem in Lebanon. Also expected is support for the UN Secretary General’s efforts to assemble an international force that is adequately resourced and has a strong enough mandate under the UN. At the same time, the meeting will discuss the EU’s readiness for improving the humanitarian situation.

Readiness for rapid action

The EU Member States, according to Tuomioja, have readiness for rapid action. When the decision to establish international forces has been made, arrival of the first forces at the site won’t take nearly as long as in previous cases, the Foreign Minister stated. Preparations were being made in various Member States once the crisis had begun.

However, Tuomioja didn’t speculate as to any precise time frame. Immediately after the meeting of EU foreign ministers on Tuesday, the preparatory meeting called together by the UN Secretary General will consider the establishment of forces in greater detail.

“The decision concerning Finland’s participation in the forces will be made separately,” Tuomioja explained.

Security Council decision perhaps this week

Tuomioja believes that the UN Security Council decision on Lebanon could be made already this week, since the Security Council has daily readiness to convene. “Let us hope that the preconditions for a unanimous decision exist. I also hope that this foreign ministers’ meeting, too, will give a clear enough signal that would enable the Security Council to come to a decision in the matter,” the Foreign Minister said.

He continued by pointing out that the EU now has five Member States sitting on the UN Security Council, thereby highlighting the central role played by the European Union in the UN.

Tuomioja said that, together with EU High Representative Javier Solana, he would continue to be in close contact also with other parties, especially the United States, Russia and China.

Finland’s EU Presidency : EU calls for immediate cessation of hostilities in Lebanon

Other document, General Affairs and External Relations

01 Aug 2006, 20:55 en fi sv

The EU foreign ministers called for an immediate cessation of hostilities in Lebanon to be followed by a sustainable ceasefire after meeting in Brussels today. The conclusions reached by the ministers were unanimous, emphasised Foreign Minister Erkki Tuomioja in a press conference. The extraordinary meeting of the general affairs and external relations council was convened by EU president Finland to assess the situation in Lebanon and to discuss further action.

The call for an immediate cessation of hostilities repeats the council’s conclusions a fortnight ago with an added emphasis on a need for a political solution and a sustainable ceasefire. According to Tuomioja, there is no difference between the wording ’immediate cessation of hostilities’ and ’immediate ceasefire’ to the people in the region, as long as the threat of violence is removed and no weapons will be fired.

While insisting on the urgency of ending the violence, the EU also emphasised the need for negotiations for a political agreement, subscribed by all parties, and the deployment of international troops.

Tuomioja said they would now inform the United States of the EU stand, and the discussion on the UN Security Council resolution on a ceasefire in Lebanon would continue in New York. He was convinced that a single-minded EU stand would be helpful to the United States, and the five EU member states currently seated in the Security Council, in drafting the resolution.

A UN mandate will be required for the deployment of an international stabilisation force in Lebanon. Several EU member states have pledged troops.

Tuomioja also repeated the need for a continued humanitarian assistance in the region. The combined assistance of the European Union to alleviate the humanitarian crisis in Lebanon amounts to over 108-million euros in monetary terms alone. In addition, substantial amount of aid in kind in the form of food, medicine, and shelter has been provided.

YK:n valtuutusta tarvitaan kansainvälisten joukkojen sijoittamiseen Libanoniin.

Press release, Employment, Social Policy, Health and Consumer Affairs

06 Sep 2006, 09:28 en fi sv

Representatives of EU countries, applicant countries, Norway, Russia, Ukraine and Belarus are holding a two-day conference in Turku, 6-7 September, at which different forms of cooperation in efforts to cut the harm caused by drugs are being presented. Finland, which currently holds the EU Presidency, has organised the conference in cooperation with the EU Commission and the Council of Europe. In addition to border control and stopping organised crime, targeted measures directed at drug users are needed. The Turku conference is seeking to develop cooperation in working groups, which are dealing with issues of fieldwork, low threshold services, treatment guidance, and the prevention of infectious diseases related to intravenous drug abuse. Police, social and health work traditionally emphasise different approaches to drug issues. In order to achieve results, these authorities need to act jointly and to have a common outlook. The prevention of drug-related harm can be more effectively improved by increasing the interaction of social, police, training and organisations. The responsibility of the public and families in preventing drug problems is decisive. European aims The Council of Europe and its Pompidou group is an important partner of the EU in work on tackling drugs. The EU wants to intensify cooperation with Russia, and during the Finnish Presidency cooperation on drugs will be started with Ukraine. The Turku conference is also seeking to support measures by the EU and its neighbour countries aimed at preventing HIV. A further aim of the conference is to create a network of European cities. The network will be used to exchange experiences gained in different countries in carrying out projects. The aim is that through concrete cooperation a joint step can be taken towards a safer and more humane Europe. Humanitarian action is an advantage for all The prevention of the exclusion of drug addicts can be achieved by providing for their social welfare and health. This will also increase overall safety, prevent crime and the spread of infectious diseases, such as HIV. Police encounter drug users on the street, and this is a primary partnership in reducing the harm caused by drug use and in providing treatment guidance. The humanitarian treatment of and help for drug users are in the common interest. Ministry of the Interior: Police Senior Officer Reijo Pöyhönen, cell 0500 478413 and Police Administrative Officer Stefan Gerkman, cell 050 557 6004. Konferenssin yhtenä tavoitteena on muodostaa eurooppalaisten kaupunkien verkosto. Verkoston avulla vaihdetaan kokemuksia eri maissa toteutetuista hankkeista.
