Finland’s EU Presidency : Economic and Financial Affairs

The Economic and Financial Affairs Council is commonly known as the Ecofin Council and is composed of the Member States’ Economics and Finance Ministers. During its Presidency, Finland will hold four meetings of the Ecofin Council in Brussels and Luxembourg. The meetings will be chaired by Minister of Finance, Eero Heinäluoma. The Eurogroup, currently composed of the twelve countries that have adopted the euro, always meets the day before the Ecofin meeting.

When issues relating to the EU budget are discussed, the Ecofin Council also brings together the ministers responsible for budget matters in the Member States. During Finland’s EU Presidency, the Ecofin Council will meet twice to consider budget affairs. The meetings will be chaired by Coordinate Minister for Finance, Ulla-Maj Wideroos.

Main issues

Finland’s EU Presidency will focus on ways to promote economic growth and employment in Europe and to strengthen Europe’s global position.

The priorities in relation to economic and financial matters include economic policy coordination, the stability and integration of financial markets, enlargement of the euro zone, cooperation on taxation issues (including a Directive on the taxation of alcohol), reform of the European Investment Bank’s external lending mandate, and implementation of initiatives concerned with better regulation. Other key issues are: preparation of the EU’s budget for 2007 and finalisation of a Council decision on the EU’s system of financing, the “own resources” system. With regard to the budget process, Finland holds the Presidency for the whole of 2006.

Finland’s EU Presidency : Finnish Presidency objective is improving EU conditions for economic growth and employment

The core objectives of the Finnish EU Presidency are to promote the preconditions for economic growth and employment in Europe and strengthen Europe’s role in the global economy. The key means for achieving these objectives include ensuring a stability-oriented fiscal policy and speeding up economic and structural reforms.The EU Presidency also creates more international tasks for the Finnish Ministry of Finance. Eero Heinäluoma, the Minister of Finance, will be chairing the Ecofin Council of Ministers’ meetings in the autumn, and will be vice-chairman of Eurogroup meetings. Heinäluoma will also represent the European Union in September at the IMFC meeting of the International Monetary Fund in Singapore, and in November at the G-20 meeting in Melbourne.

In September Finland will host the informal Ecofin meeting in Helsinki, in which the EU Member States’ Ministers of Finance and Governors of the central banks will participate.

FOCUS AREAS OF THE ECOFIN COUNCILIn the autumn of 2006 the activities of the Council of Ministers will be guided by a multi-annual (2004-2006) strategic programme, a more detailed Council work programme drafted by Austria and Finland, and a special Ecofin Council work programme for 2006, now updated by Finland. The scope of the Ecofin Council covers some 50 issues.Strengthening the coordination framework for economic policyDuring the Finnish Presidency, economic policy coordination will be further strengthened on the basis of the revisions made a year ago to the Stability and Growth Pact and the Lisbon Strategy. The reform of the Stability Pact will be evaluated. Member States will update their National Reform Programmes in the autumn of 2006 and report for the first time on their implementation.

The objective in the implementation of the Stability and Growth Pact is to support a clear interpretation of the new elements that were included in the pact in 2005. It was then decided that each Member State defines its own medium-term objective for public finances. The implementation of the reform of the Pact will be assessed on the basis of the Commission’s communication. The aim is also to intensify the discussion on public finances and examine these issues further in the context of the assessment of the stability and convergence programmes.

Stability and integration of the financial marketsDuring its Presidency, Finland will pay attention to the stability of the financial markets. It aims to further improve the financial markets crisis management organization and the necessary capacity in view of the increasing integration of the financial markets.Finland aims vigorously to promote the preparation of financial markets legislation. A payment services directive, supervisory assessment of transactions in shareholdings and clearing and settlement in securities trading will be key projects.Alcohol taxationIn the EU, national tax rates on alcohol differ substantially from one country to another, which has caused distortion in the functioning of the Single Market. It is necessary to harmonize the tax rates to even out the price levels of alcohol. The aim of the Finnish Presidency is to raise the EU minimum excise duty rates on alcohol particularly with regard to spirits.Value added taxOver the last two years, the Ecofin Council has discussed a package of proposals regarding the modernisation and simplification of the value added tax system. The aim of this VAT-package is to improve the functioning of the single market, by reforming the provisions on the place of taxation for services and by simplifying value added tax obligations for traders.The aim of the proposal on the place of taxation for services is to change the place of taxation so that tax would as often as possible be levied in the country of consumption. The aim of the proposals to simplify value added tax obligations is to reduce the compliance costs of taxable persons engaged in cross-border business with the value added tax provisions. The core of the simplification proposal is the single point of contact system. The proposal also includes a revision of the refund procedure in accordance with the eighth directive.Finland will continue discussing the topic with the aim of achieving political agreement by the end of the year.Enlargement of the euro areaIn July, the Ecofin Council will adopt the necessary legal instruments enabling Slovenia to adopt the euro from 1 January 2007. This is going to start a new stage on the enlargement of the eurozone. In accordance with the Treaty, the eligibility of Member States with a derogation must be assessed at least once every two year. In November the fulfilment of the criteria will be evaluated when the Commission and the ECB draw up regular convergence reports. The reports will be discussed by the Council in due course, and the question of to what extent the Member States with a derogation fulfil the criteria for a high degree of sustainable convergence and the prerequisites for adopting the single currency will be addressed.

Renewal of the European Investment Bank’s external lending mandateThe Council will decide in Autumn 2006 on new EIB external lending mandates. The decision will define the loan guarantees assigned to different geographical regions outside the EU. New general external lending mandates may cover new regions, taking into account enlargement and the EU’s revised neighbourhood policy. Finland’s aim is that the new lending mandates support the EU’s neighbourhood and partnership policies in a reasonable balanced way.

OTHER FOCUS AREASConcluding the Agenda 2007 negotiationsIn May 2006, the Council, the Parliament and the Commission signed an agreement on the size of the financial frameworks for 2007-13. This agreement makes it possible to bring various policy programmes to a conclusion during the Finnish Presidency. Concluding negotiations on policy programmes before the new Programming Period starts in 2007 is very important to avoid unnecessary delays.The 2007 Budget is the first one in the 2007-13 financial framework. The aim is to concentrate on the full implementation of the effects of the new frameworks. Particular attention will be given to making the financial administration more effective and developing administrative methods.The aim is that the Council’s decision on the system of the European Communities’ own resources will be finalized during the Finnish Presidency.Regulatiory reformBetter regulation is part of the EU’s horizontal decision making. The aim is to include previously agreed commitments in the practical work of the Council. Improving the quality of legislation will require commitment and cooperation from all institutions concerned. Better regulation, and mainly its Administrative burden reform will be discussed at the October Ecofin Council The Commission will be expected to report on the assessment of administrative costs to enterprises which, since the beginning of the year, have been an integral part of the impact assessment of new EU legislation.Global competition, innovation and productivityIn the pressure of global competition, the economic success of the European Union is increasingly dependent on the ability to adapt and change. A sound basis for innovation has been established by increasing investment in research and product development. Innovation is of key importance to increasing economic growth, productivity and competitiveness.From the point of view of the Ecofin Council, innovation policy is vital both for more efficient R&D financing and for promoting the growth potential of the economy. Overregulation in the Single Market and legislative and structural obstacles continue to be problems for Europe. State aids have also mainly maintained old structures. In addition, Europe’s problem is that the financial markets do not adequately support growth oriented entrepreneurship and risk-taking.The informal Ecofin in September will focus on innovations, on how they are put to use, and their effects on productivity. Particular attention will be given to eliminating obstacles to risk-taking and growth oriented entrepreneurship. These are key issues when the foundations are being laid for future competitiveness and increasing growth potential.

EnergyIn the future, the development of the energy market will become more significant for macroeconomic stability and sustainable growth. In this perspective, the ECOFIN Council will present its own contribution to the debate on how energy efficiency could be improved and the security of the energy supply promoted for as competitive a price as possible, while also taking into consideration the objective of sustainable development.

Finland’s EU Presidency : Themes of the Ecofin sector

Le Pacte de stabilité et de croissance a été révisé au printemps 2005. Il a alors été convenu, entre autres, que chaque Etat membre définit les objectifs à moyen terme concernant ses propres finances publiques. La Finlande a pour objectif d’assurer une bonne exécution du Pacte de stabilité et de croissance.

Plusieurs décisions concernant la procédure relative au déficit excessif, coïncident avec la Présidence finlandaise. Actuellement, douze pays sont concernés par la procédure de déficit excessif.

Pendant la Présidence finlandaise, le Conseil Ecofin discutera également de la question à savoir comment développer les mécanismes budgétaires et les systèmes cadres au niveau des pays.

Processus de Lisbonne

En 2000, le Conseil européen s’est fixé pour objectif de faire de l’Europe, d’ici 2010, l’économie de connaissance la plus compétitive et la plus dynamique du monde. En 2005, la stratégie de Lisbonne a été révisée; les défis majeurs de l’Union dans les années à venir sont l’accélération de la croissance et l’amélioration de l’emploi.

Pendant la Présidence finlandaise, les Etats membres rapportent, pour la première fois, de la mise en œuvre de leurs programmes nationaux. Un rapport sur l’avancement de la stratégie devra être présenté au Conseil européen en décembre. Une attention particulière devra être portée sur la mise en œuvre des objectifs de la stratégie.

Intégration des marchés financiers

Pendant sa Présidence, la Finlande a pour objectif de faire progresser, de manière efficace, la préparation de la législation sur les marchés financiers. Parmi les projets essentiels visant à promouvoir l’efficacité des marchés financiers, figurent la directive sur les services de paiement, la réforme des dispositions régissant le gouvernement d’entreprise et la compensation en matière du commerce des valeurs.

Par ailleurs, pendant sa Présidence la Finlande tentera de faire progresser les systèmes de gestion de crise des marchés financiers de l’UE et la capacité de réaction nécessaire, compte tenu de l’intégration croissante des marchés financiers. Parmi les questions importantes figurent le partage des responsabilités entre les autorités de contrôle de l’Etat national et l’Etat d’accueil, l’harmonisation des systèmes de garantie des dépôts des différents Etats membres ainsi que les cadres institutionnels du contrôle financier du marché commun.

Renouvellement des mandats de prêts à l’extérieur de la Banque européenne d’investissement (BEI)

Les mandats de prêts de la Banque européenne d’investissement (BEI) constituent une partie du financement des relations extérieures de l’UE. La BEI assiste les pays visant à adhérer à l’UE, soutient les relations de partenariat entre l’Union et les pays méditerranéens, de même que la coopération avec les pays de l’Afrique, des Caraïbes et du Pacifique (ACP) et les pays de l’Amérique latine et de l’Asie.

La Communauté européenne accorde une garantie aux prêts octroyés par la BEI aux pays tiers par les fonds budgétaires de la Communauté dans le cadre des pouvoirs de prêts conférés par le Conseil. Pendant la période du 2000 à 2007, la Banque européenne d’investissement dispose des pouvoirs pour accorder aux pays tiers (à l’exception des pays ACP), des crédits pour un montant de presque 21 milliards d’euros.

Pendant la Présidence finlandaise, l’intention est de convenir du renouvellement du mandat de prêt à l’extérieur de la BEI pour la période du 2007 à 2013. L’émission de prêts à l’extérieur de la BEI occupe une place importante dans le soutien des objectifs politiques de l’UE (politique de voisinage, énergie et environnement).

Fiscalité

Pendant la Présidence finlandaise, on continuera à faire progresser les projets relatifs audit paquet TVA. Toutes les propositions incluses dans le paquet TVA sont importantes pour renforcer le fonctionnement du marché intérieur et garantir l’assiette fiscale.

Le paquet TVA contient trois propositions de la Commission: 1) simplification des obligations TVA, 2) réforme des règles régissant le lieu de prestation des service et 3) prolongation du système spécial applicable aux services électroniques.

Le Conseil a demandé à la Commission une proposition de modification de directive pour procéder à un ajustage à l’inflation des niveaux minima d’accises sur les alcools. La Commission a l’intention de donner une proposition de directive au cours de l’année 2006. Pendant la Présidence finlandaise, l’objectif est de hausser les niveaux minima des droits d’accise sur les alcools, en particulier pour ce qui concerne les alcools forts.

Finance Minister Heinäluoma will represent the European Union at the G-20 meeting

The core objectives of the Finnish EU Presidency are to promote the preconditions for economic growth and employment in Europe and strengthen Europe’s role in the global economy. The core of the simplification proposal is the single point of contact system. The proposal also includes a revision of the refund procedure in accordance with the eighth directive.

Finland will continue discussing the topic with the aim of achieving political agreement by the end of the year.

Enlargement of the euro area
In July, the Ecofin Council will adopt the necessary legal instruments enabling Slovenia to adopt the euro from 1 January 2007. This isgoing to start a new stage on the enlargement of the eurozone. In accordance with the Treaty, the eligibility of Member States with a derogation must be assessed at least once every two year. In November the fulfilment of the criteria will be evaluated when the Commission and the ECB draw up regular convergence reports. The reports will be discussed by the Council in due course, and the question of to what extent the Member States with a derogation fulfil the criteria for a high degree of sustainable convergence and the prerequisites for adopting the single currency will be addressed.

Renewal of the European Investment Bank’s external lending mandate
The Council will decide in Autumn 2006 on new EIB external lending mandates. The decision will define the loan guarantees assigned to different geographical regions outside the EU. New general external lending mandates may cover new regions, taking into account enlargement and the EU’s revised neighbourhood policy. Finland’s aim is that the new lending mandates support the EU’s neighbourhood and partnership policies in a reasonable balanced way.

Other focus areas

Concluding the Agenda 2007 negotiations
In May 2006, the Council, the Parliament and the Commission signed an agreement on the size of the financial frameworks for 2007-13. This agreement makes it possible to bring various policy programmes to a conclusion during the Finnish Presidency. Concluding negotiations on policy programmes before the new Programming Period starts in 2007 is very important to avoid unnecessary delays.

The 2007 Budget is the first one in the 2007-13 financial framework. The aim is to concentrate on the full implementation of the effects of the new frameworks. Particular attention will be given to making the financial administration more effective and developing administrative methods.

The aim is that the Council’s decision on the system of the European Communities’ own resources will be finalized during the Finnish Presidency.

Regulatiory reform
Better regulation is part of the EU?s horizontal decision making. The aim is to include previously agreed commitments in the practical work of the Council. Improving the quality of legislation will require commitment and cooperation from all institutions concerned. Better regulation, and mainly its Administrative burden reform will be discussed at the October Ecofin Council The Commission will be expected to report on the assessment of administrative costs to enterprises which, since the beginning of the year, have been an integral part of the impact assessment of new EU legislation.

Global competition, innovation and productivity
In the pressure of global competition, the economic success of the European Union is increasingly dependent on the ability to adapt and change. A sound basis for innovation has been established by increasing investment in research and product development. Innovation is of key importance to increasing economic growth, productivity and competitiveness.

From the point of view of the Ecofin Council, innovation policy is vital both for more efficient R&D financing and for promoting the growth potential of the economy. Overregulation in the Single Market and legislative and structural obstacles continue to be problems for Europe. State aids have also mainly maintained old structures. In addition, Europe’s problem is that the financial markets do not adequately support growth oriented entrepreneurship and risk-taking.

The informal Ecofin in September will focus on innovations, on how they are put to use, and their effects on productivity. Particular attention will be given to eliminating obstacles to risk-taking and growth oriented entrepreneurship. These are key issues when the foundations are being laid for future competitiveness and increasing growth potential.

Energy
In the future, the development of the energy market will become more significant for macroeconomic stability and sustainable growth. In this perspective, the ECOFIN Council will present its own contribution to the debate on how energy efficiency could be improved and the security of the energy supply promoted for as competitive a price as possible, while also taking into consideration the objective of sustainable development.

Finland’s EU Presidency : Environment

EU ministers responsible for environmental issues meet four times a year. During its Presidency, Finland will hold two meetings of the Environment Council – one in Luxembourg in October, the other in Brussels in December. The meetings will be chaired by Jan-Erik Enestam, Minister of the Environment.

Main issues

During Finland’s Presidency, the focus will be on issues relating to climate change, biodiversity, air quality, marine environment and waste issues. 

Work on climate policy will cover both international and internal developments. The Finnish  Presidency will actively seek ways to promote international negotiations on the development of the UN Framework Convention on Climate Change after 2012. The EU’s objective is that these discussions could, in the near future, result in an ambitious global regime which would include all countries crucial to climate change.  Within the EU, focus will be on implementation of the Kyoto commitments and the review of the Emissions Trading Scheme and European climate programme. 

The Finnish Presidency will actively promote the EU’s objective of halting the decline in biodiversity by 2010.

Finland will also expedite the mid-term review of the Community’s Sixth Environment Action Programme on the basis of a Commission report. In the consideration of thematic strategies, emphasis will be on strategies concerned with air quality, the marine environment and the prevention and recycling of waste.

Meetings

Finland will hold an informal meeting of ministers responsible for environmental issues in Turku in July. The main theme of the meeting will be “Going Global on Eco-Efficiency – Towards a New Generation of Environmental Policy”. The meeting will also focus on the Baltic Sea, the protection and environmental value of which will be displayed in events parallel to the ministerial meeting. 

Finland will also host the following five civil servant meetings: Informal EU workshop on climate change, (venue Naantali); High level civil servant meeting on spatial planning and seminar on the European Spatial Planning Observation Network (ESPON), (venue Espoo); meeting of Directors-General for Water, (venue Inari); and meeting of the Network for Implementation and Enforcement of Environmental law, (venue Espoo).

Finland’s EU Presidency : EU environment ministers’ response to globalisation – increased eco-efficiency

Vastauksena globalisaation haasteisiin tarvitaan uudenlaista ympäristöpolitiikkaa, jossa kaikki toimivat maailmanlaajuisella pelikentällä samoilla säännöillä, linjasivat EU:n ympäristöministerit epävirallisessa kokouksessaan tänään Turussa. Turun kokoukseen osallistui 25 eurooppalaista ympäristöministeriä. Ympäristöministeri Jan-Erik Enestamin johdolla keskusteltiin Suomen aloitteesta uuden sukupolven ympäristöpolitiikasta, joka korostaa ekotehokkuuden merkitystä maailmanlaajuisten ympäristöongelmien ratkaisussa.

Ministerit painottivat, että globalisaatio korostaa luonnonvarojen säästävää käyttöä ja ekotehokkaampaa kulutusta ja tuotantoa. Ilman niitä ei ilmastonmuutosta ja luonnon monimuotoisuuden hupenemista pystytä pysäyttämään. Luonnonvarojen säästävä käyttö ei vain vähennä ympäristöhaittoja, vaan parantaa EU-maiden yritysten kilpailukykyä maailman markkinoilla ja vähentää yhteisön riippuvuutta alueen ulkopuolisista raakaainelähteistä.

Keskeinen osa tulevaisuuden luomista on kestävän kulutuksen ja tuotannon toimintasuunnitelma. Enestamin mukaan lopputuloksena tulisi olla EU:n ekotehokkuusstrategia, joka perustuu keskeisten toimijoiden vuoropuheluun materiaali- ja energiatehokkuustavoitteiden asettamiseksi. Jatkossa on myös tärkeää edistää ympäristöystävällisiä julkisia hankintoja ja ympäristöteknologiaa sekä suunnata riittävästi tutkimusrahoitusta ekoinnovaatioihin.

Myös taloudelliset ohjauskeinot ovat avainasemassa, kun edistetään tuotannon ekotehokkuutta ja kestävämpiä kulutustapoja, Enestamin mukaan eurooppalaiset ympäristöministerit odottavat, että Euroopan komissio tekee pikaisesti aloitteen taloudellisten ohjauskeinojen käytöstä ympäristöpolitiikassa.

”Tässä yhteydessä on keskeistä löytää myös uusia tapoja, joilla edistetään taloudelisten ohjauskeinojen käyttöönottoa. Ministerit kiirehtivät komission aloitetta asiasta. Siinä pitäisi pohtia uusia keinoja taloudellisen ohjauksen saralla, jotta varmistettaisiin, että EU:sta tulee maailman kilpailukykyisin talous. Yhtä tärkeää on poistaa sellaiset tuet, jotka ovat ympäristölle haitallisia”, sanoo Enestam.

Kokouksessa painotettiin tarvetta aloittaa pidemmälle tulevaisuuteen tähtäävän EU:n ympäristöpo-litiikan uudistustyön valmistelu. Se olisi osa kestävän Euroopan visiota, jonka laatimiseen Eurooppaneuvosto kehotti kesäkuun kokouksessaan Euroopan komissioita ja jäsenvaltioita. Keskeisenä haasteena on tuoda ympäristönäkökulma mukaan EU:n kauppa- ja kehitysyhteistyöpolitiikkaan.

Tarvitaan myös foorumeita, joilla maailman maat saadaan yhdessä etsimään keinoja keskeisten ympäristöongelmien ratkaisemiseksi. Tässä tarkoituksessa tavoitteeksi tulee asettaa Maailman ympäristöjärjestön (UNEO) ja Luonnonvarapaneelin perustaminen YK:n ilmastopaneelin (IPCC) tapaan.

Turun keskustelun johtopäätöksiä hyödynnetään syksyn aikana muun muassa EU:n kuudennen ympäristöohjelman väliarvioinnin, luonnonvarastrategian sekä biodiversiteettitiedonannon käsittelyn yhteydessä.
