In summo conventu Unionis Europaeae et Russiae imprimis de cooperatione UE et Russiae in negotiis ad energiam, circumiecta, educationem, culturam, iustitiam resque domesticas pertinentibus agetur. In argumentis erunt etiam quaestiones internationales maximi momenti, e.g. condicio rerum in Irania, Proximo Oriente, Balcania Occidentali, Corea Septentrionali. Proprie autem participes consentire conabuntur, ut de nova pactione inter UE et Russiam adumbranda in consultationem veniatur. Qua pactione res commerciales et energicae late patentes continebuntur.

Legatis UE praeerit primus minister Matti Vanhanen, legatis autem Russiae praesidens Vladimir Putin. Intererunt eidem conventui a parte UE etiam José Manuel Barroso, praeses Commissionis, et Javier Solana, legatus magnae auctoritatis a communi politica extera et securitate.

Eis propositum est Adumbrationem novam documenti dimensionis septentrionalis comprobare, quae in locum Documenti hodierni de hac re conscripti succedat. In novis tabulis dimensio septentrionalis in politicam communem convertetur, quae ab omnibus partibus inde ab anno 2007 ineunte respicietur.

A parte UE conventui intererunt Matti Vanhanen, primus minister Finniae, José Manuel Barroso, praeses Commissionis, Javier Solana, legatus magnae auctoritatis a communi politica extera et securitate. CONFERENCE OF THE PARTIES TO THE CLIMATE CHANGE CONVENTION AND MEETING OF THE PARTIES TO THE KYOTO PROTOCOL IN NAIROBI, KENYA, ON 6-17 NOVEMBERThe largest and most important international environmental conference during the Finnish EU Presidency will be the 12th Conference of the Parties to the UN Framework Convention on Climate Change and the 2nd Meeting of the Parties to the Kyoto Protocol. During the sessions, attention will be given to the processes set in motion in Montreal in December 2005.The EU Council delegation for the Nairobi meeting will be led by Jan-Erik Enestam, Minister of the Environment, who will also present the EU’s positions to the conference. The event will be attended by delegations representing approximately 180 parties.The United Nations Framework Convention on Climate Change (UNFCCC) will provide webcast coverage of the meeting. EXTRAORDINARY EMPLOYMENT, SOCIAL POLICY, HEALTH AND CONSUMER AFFAIRS COUNCIL (EPSCO) IN BRUSSELS ON 7 NOVEMBER On 7 November, the Employment, Social Policy, Health and Consumer Affairs Council will hold an extraordinary meeting in Brussels, devoted entirely to the Working Time Directive. As the Presidency country, Finland will strive to achieve agreement on amending of the Working Time Directive. ECOFIN COUNCIL IN BRUSSELS ON 7 NOVEMBERThe Economic and Financial Affairs Council (ECOFIN) will be held in Brussels on 7 November. The Council will be chaired by the Finnish Minister of Finance, Eero Heinäluoma. The meeting will discuss the sustainability of public finances, minimum excise duties on alcoholic beverages and travellers’ allowances. A Eurogroup meeting will be held prior to the Council meeting on 6 November. The open sessions of the Council meeting, to be held at approximately at 10.50 (GMT+1) and 11.30 (GMT+1), and the press conference, scheduled to start at approximately 13.00 (GMT+1), will be webcast by the Council. EUROMED CONFERENCE OF FOREIGN MINISTERS IN TAMPERE ON 27-28 NOVEMBEREU Foreign Ministers will meet in Tampere on 27-28 November for the Euro-Mediterranean Conference of Foreign Ministers, which convenes every 18 months and which is the most important institution in the EuroMed (Barcelona) process. The meeting will be attended by EU Foreign Ministers and their Mediterranean counterparts (from Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Syria, Tunis, Turkey and the Palestinian Administration), as well as representatives from the EU institutions and observers. The discussions will address key issues relating to the Euro-Mediterranean partnership. The final choice of topics for discussion will be determined largely by the political situation at the time.The meeting will be chaired by the Finnish Foreign Minister, Erkki Tuomioja.

PRIME MINISTER VANHANEN TO VISIT THE EUROPEAN PARLIAMENT ON 18 DECEMBER

The President of the European Council, Prime Minister Matti Vanhanen will visit Brussels on Monday, 18 December. Prime Minister Vanhanen will hold a speech on the results of the December European Council and Finland’s EU Presidency at the plenary session of the European Parliament. He will also have a meeting with the Conference of Presidents of the European Parliament.

Prime Minister Vanhanen will be accompanied by Minister of European Affairs Paula Lehtomäki.

ENVIRONMENT COUNCIL, 18 DECEMBER IN BRUSSELSThe EU Environment Ministers will get together on 18 December for a Council meeting in Brussels. The most important aim of this meeting will be reaching a political consensus on the draft Marine Environment Directive of the EU. In addition, the Council will strive to achieve resolutions on halting biodiversity loss and climate issues in the light of the results of the Nairobi Climate Change Conferences.

The Council meeting will be chaired by the Minister of the Environment Jan-Erik Enestam.

GERMAN FEDERAL CHANCELLOR ANGELA MERKEL TO FINLAND ON 19 DECEMBERThe Federal Chancellor of Germany, Angela Merkel, will visit Helsinki on Tuesday, 19 December on the invitation of Prime Minister Matti Vanhanen. The discussions between Prime Minister Vanhanen and Federal Chancellor Merkel will focus on handing over the rotating EU Presidency to Germany at the year-end.

Federal Chancellor Merkel will also meet President of the Republic Tarja Halonen.

AGRICULTURE AND FISHERIES COUNCIL, 19-21 DECEMBER IN BRUSSELS

In the last Agriculture and Fisheries Council of Finland’s EU Presidency on 19-21 December, the Agricultural Ministers will discuss the draft Regulation on Organic Production. The Council intends to adopt a general approach in this matter. This meeting will also confirm the Union’s fishing possibilities in the North Sea and the Atlantic for 2007. The meeting will be chaired by the Minister of Agriculture and Forestry Juha Korkeaoja.

Dum Concilium Europaeum diebus 14-15 m. Decembris Bruxellis conventum agit, Finni summarium rerum divulgaverunt, quae inter praesidentiam ipsorum, in fine anni exituram, gestae erant:

Finnis UE praesidentibus argumenta principalia fuisse amplificationem, politicam energiae, competitionem usque acriorem, pugnam adversus mutationem climatis, Orientem Proximum, cooperationem inter UE et Russiam intercedentem. Finnos eo, quod perfectum esset, contentos esse.

Primus minister Matti Vanhanen orationem de rebus inter praesidentiam Finnorum gestis in parlamento Europaeo die 18 m. Decembris habuit. Orationem in parlamento habitam Vanhanen his verbis conclusit: ”Credo futuram Europae sortem in unitate positam esse, in Europa unita, in qua limites usque rarius aspicientur.”

Finland’s EU Presidency has a uniform look and logo which will be used in the various materials produced by the Presidency, such as printed and audiovisual materials and the website. Meetings taking place in Finland will also match the look.

The ideas behind the visual design and logo

The visual designs for Finland’s EU Presidency reflect the dynamic changes underway in the Union, and represent the way the values of the enlarged EU dovetail together to form a unified whole. The look will evolve as the Presidency progresses.

The logo for Finland’s EU Presidency symbolises:- growth and development- common values- showing the way and

– the Finns’ open and direct way of going about things.

The logo draws inspiration from the lines and colours of the Nordic landscape. It represents cooperation between the Member States of the European Union, and debate and decision-making on matters of common interest.

The logo suggests the green of a burgeoning forest, the sweep of the horizon and the blue of water shimmering in the sun. The contemporary feel to the point on the right-hand side symbolises progressive Finnish thinking and seems to point the way forwards. The transparency of the design conveys openness.

The logo and overall look are the work of graphic designer Timo Kuoppala, from the advertising agency, Recommended Finland. A design competition, open to design agencies, was organised for the logo.

The logo and visual designs for Finland’s Presidency are protected by copyright. The logo may be used only for coverage of the EU Presidency. Special consent is required for other uses.

The main events during Finland’s Presidency will include the informal meeting of Heads of State or Government in October in Lahti; the European Council meeting in Brussels in December; the ASEM 6 Summit in Helsinki in September; and the Foreign Ministers’ follow-up meeting of the Barcelona Process (EUROMED) in Tampere in November. In addition, there will be ten informal ministerial meetings.

Finland’s six-month Presidency of the Council of the European Union begun on 1 July 2006. The EU Council’s three-year strategic programme and the operational programme of the Council for 2006, submitted together with Austria, will provide guidelines for the work during Finland’s Presidency. During its Presidency, Finland will prepare and direct the work of the EU’s main decision-making body, the Council of the European Union. In its day-to-day business, the Presidency will be assisted by the Council Secretariat.  

Environmental issues and local food are key elements in meetings arrangements

Finland will host a total of 130 meetings during its EU Presidency this year and particular attention will be given to environmental issues. Meeting organisers have been provided with a list of ecological and social factors that must be considered when meetings are being prepared. 

Finnish cuisine will play a key role in catering arrangements. The menus are to reflect Finnish nature and its abundant resources. Meeting guests will be served meals prepared from local ingredients, in accordance with the seasons. Table settings will be simple yet functional and stylish.
