ENLARGEMENT AND JUSTICE AND HOME AFFAIRS TO BE THE MAIN THEMES AT THE DECEMBER EUROPEAN COUNCILThe European Council meeting during Finland’s EU Presidency will be held in Brussels on 14 and 15 December. The meeting will be chaired by the Finnish Prime Minister, Matti Vanhanen.The main topic at the meeting will be EU enlargement. The Heads of State or Government will base their discussions on the enlargement strategy, approved by the European Commission on 8 November, and the special report annexed to it on the Union’s capacity to integrate new members. The objective will be to consolidate the consensus among the Member States on how to proceed with the enlargement process.The European Council will also focus on justice and home affairs as the second main theme. The Heads of State or Government will discuss ways of improving EU decision-making and action in the area of freedom, security and justice. The goal will be to enhance the Member States’ commitment to more effective decision-making on justice and home affairs.

GENERAL AFFAIRS AND EXTERNAL RELATIONS COUNCIL (GAERC) ON 11-12 DECEMBER IN BRUSSELSThe EU Foreign Ministers will hold a meeting of the General Affairs and External Relations Council (GAERC) in Brussels on Monday 11 and Tuesday 12 December. The meeting will be chaired by the Finnish Foreign Minister, Erkki Tuomioja. The Minister for Foreign Trade and Development, Paula Lehtomäki, will also attend.In the field of general affairs, the Ministers will discuss the Council’s 18-month Programme for January 2007 – June 2008, preparations for the European Council on 14-15 December 2006 and enlargement. In the field of external relations, the issues on the agenda include relations with the Western Balkans, the Middle East peace process, Iran, Afghanistan, relations with China and the draft Council Common Position defining common rules governing the control of exports of military technology and equipment.

TRANSPORT, TELECOMMUNICATIONS AND ENERGY COUNCIL ON 11-12 DECEMBER IN BRUSSELSThe EU Transport Ministers will gather in Brussels on 11-12 December for the Transport, Telecommunications and Energy Council. The Ministers will prepare conclusions at the meeting with a view to moving forwards on the logistics action plan, to be finalised next year. The conclusions will deal with issues such as combating congestion, making good use of information technology and promoting smart transport systems. Logistics has been the top priority for transport policy during Finland’s Presidency.Furthermore, the Council hopes to decide on a common approach to Directives concerning the retrofitting of blind-spot mirrors to heavy goods vehicles and port state control. The Council meeting will be chaired by the Finnish Minister of Transport and Communications, Susanna Huovinen.

EU MINISTERS RESPONSIBLE FOR COMPETITIVENESS ISSUES TO MEET IN JYVÄSKYLÄ TO DISCUSS INNOVATION POLICY

The informal meeting of the Competitiveness Council will take place on 10-11 July in Jyväskylä, Finland. The theme of the meeting is innovation policy. The objective is to make innovation policy an integral part of the EU’s competitiveness agenda. The meeting will be chaired and hosted by the Finnish Minister of Trade and Industry, Mauri Pekkarinen.

ECOFIN COUNCIL IN BRUSSELS ON TUESDAY

The Economic and Financial Affairs Council (ECOFIN) will be held in Brussels on Tuesday, 11 July, at 11:00 (GMT+3). The Council will be chaired by the Finnish Minister of Finance, Eero Heinäluoma. The meeting will discuss the Presidency working programme and the Stability and Growth Pact. In addition, the Council is to make a decision on Slovenia’s membership of the euro zone.

EU DEFENCE MINISTERS TO DISCUSS THE EUROPEAN SECURITY AND DEFENCE POLICY (ESDP) ON 2-3 OCTOBER

The EU Defence Ministers will gather for an informal two-day meeting in Levi, Finland, on 2-3 October. The Ministers will discuss the ongoing EU operations and missions in Bosnia-Herzegovina, Sudan/Darfur and Democratic Republic of Congo. On 2 October, President Martti Ahtisaari will, during dinner, give a briefing on the situation of the Kosovo status negotiations.

The Ministers will also discuss the development of military capabilities for crisis management purposes and Civil-Military Coordination (CMCO) in crisis management. EU High Representative Javier Solana and NATO Secretary-General Jaap de Hoop Scheffer will also attend the meeting. The meeting will be chaired by the Finnish Minister of Defence, Seppo Kääriäinen. During the second day, the European Defence Agency will hold a meeting of its Steering Board at Ministerial level.

JUSTICE AND HOME AFFAIRS COUNCIL IN BRUSSELS ON 5 AND 6 OCTOBER

EU ministers responsible for justice and home affairs will convene in Brussels on 5-6 October for a meeting of the Council of Ministers. The meeting will be chaired by Finnish Minister of Justice Leena Luhtanen and Minister of the Interior Kari Rajamäki.

On Thursday, the Ministers will hold a public debate on the review of the Hague Programme and the President will inform the Council about the follow-up to the informal ministerial meeting in Tampere. The intention is also to submit conclusions on the strengthening of the surveillance of the EU’s southern sea borders and set a new timetable for the technical development of the Schengen Information System (SIS II).

On Friday, the Ministers will try to reach consensus on a framework agreement on the recognition of judgements among the EU Member States in new criminal proceedings. The reform would contribute to the equal treatment of offenders. The Council is also to discuss the key issues relating to the framework decision on the transfer of criminals.

INFORMAL MEETING OF EU MINISTERS RESPONSIBLE FOR GENDER EQUALITY ISSUES IN HELSINKI ON 6-7 OCTOBERInformal meeting of EU ministers responsible for gender equality issues will take place at the Parliament Annex Building in Helsinki on 6-7 October On Saturday, the meeting will focus on the topic of ”Women and power” and the Ministers will discuss women’s participation in political and economic decision making. EU-RUSSIA PERMANENT PARTNERSHIP COUNCIL (PPC) (ENVIRONMENT) ON 9-10 OCTOBER

Environmental co-operation between the EU and Russia will be launched on a new footing at the first meeting of the EU-Russia Permanent Partnership Council, which will take place in Helsinki on 9-10 October 2006. Participants in this meeting, which will be chaired by the Finnish Minister of the Environment, Jan-Erik Enestam, will include the Russian Minister of Natural Resources Yuri Trutnev, EU Commissioner for Environment Stavros Dimas and Secretary of State Matthias Machnig from the German Ministry of the Environment.

The purpose of the meeting is to adopt and sign the Terms of Reference for the environmental protection and nature conservation co-operation between the EU and Russia.

EU-RUSSIA PERMANENT PARTNERSHIP COUNCIL (PPC) (ENVIRONMENT) ON 9-10 OCTOBER 2006

Environmental cooperation between the EU and Russia will be put on a new footing when the EU-Russia Permanent Partnership Council holds its first environment meeting in Helsinki.

The purpose of the meeting is to adopt and sign the terms of reference for cooperation between the EU and Russia on environmental protection and nature conservation. The main themes of the meeting will be climate change, protecting biodiversity, and the environment and economic development.

The EU-India Summit will take place in Helsinki on Friday, 13 October. The central aim of the Summit is to strengthen the strategic partnership between the European Union and India in line with the joint action plan adopted in September 2005 in New Delhi. The EU delegation will be led by Prime Minister Matti Vanhanen and the Indian delegation by Prime Minister Manmohan Singh.

The Lahti informal meeting will start with a working lunch, at which the topic will be external energy policy. At the end of the lunch, there will be time for a brief discussion on other topics, such as illegal immigration. The afternoon session will centre around the need to strengthen competitiveness, especially through innovation policy. The meeting will be followed by a dinner with the President of Russia, Vladimir Putin.

AGRICULTURE AND FISHERIES COUNCIL IN BRUSSELS ON 18 SEPTEMBER

The meeting of the Agriculture and Fisheries Council that will take place in Brussels on Monday, 18 September, will focus on the reform of the wine sector and pesticides. The European Commission will present its proposal aimed at simplifying legislation on pesticides. The meeting will be chaired by the Finnish Minister of Agriculture, Juha Korkeaoja.

MINISTERS FOR JUSTICE AND HOME AFFAIRS IN TAMPERE ON 20-22 SEPTEMBER

EU justice and home affairs ministers will hold an informal ministerial meeting in Tampere from 20 to 22 September. The meeting will be chaired by Finnish Minister of Justice Leena Luhtanen and Minister of the Interior Kari Rajamäki.

Minister Luhtanen will lead a discussion on the future of EU judicial policy. The Presidency’s goal is to reform the decision-making system, which, in its present form, hampers cooperation in justice and home affairs. 

On Thursday, the ministers will discuss how to improve implementation of the EU Counter-Terrorism Strategy. Minister Rajamäki will address the issue of EU immigration management and will present a Presidency initiative on increased European solidarity with regard to immigration, border-control and asylum policies.

6th EURO-MEDITERRANEAN MINISTERIAL CONFERENCE ON INDUSTRY IN RHODES ON 21-22 SEPTEMBER Ministers responsible for industry in EU and Mediterranean countries will meet in Rhodes, Greece, on 21-22 September 2006. Representatives of industrial organisations will also be present. The challenges of globalisation facing companies in the EU and the Mediterranean countries will be the theme for the conference, chaired by Mauri Pekkarinen, Finnish Minister of Trade and Industry and Dimitris Sioufas, Greek Minister of Development.

MINISTERS MEET IN OULU ON 24-26 SEPTEMBER TO DISCUSS THE EUROPEAN MODEL OF AGRICULTURE 

The informal meeting of agriculture ministers will be assessing the selected model of agricultural policy in the EU with special focus on future challenges facing the sector. This topic is part of the overall theme of the two 2006 Presidencies: innovative, sustainable and competitive agriculture in a viable rural Europe. The meeting will be chaired by the Minister of Agriculture and Forestry, Juha Korkeaoja.
