Finland’s EU Presidency : Agriculture and Fisheries

The Agriculture and Fisheries Council meets once a month. It brings together the Ministers for Agriculture and Fisheries and the European Commissioners responsible for agriculture and rural development, fisheries and maritime affairs, as well as health and consumer protection. During its Presidency, Finland will hold five meetings of the Agriculture and Fisheries Council, which will be chaired by Juha Korkeaoja, Minister of Agriculture and Forestry of Finland.

Main issues

Agriculture
In agriculture, the focus will be on an innovative, competitive and sustainable European model of agriculture, a model aimed at consolidating the EU’s reformed common agricultural policy and examining its future challenges. Other current topics during Finland’s Presidency include the reform of the wine sector and of the common market organisation for the banana sector. The reform of the legislation on spirit drinks and organic farming will also be on the agenda.

Fisheries
In fisheries, the focus will be on protective measures, improved monitoring arrangements and fishing agreements with third countries. During Finland’s Presidency, the Council will make decisions on Community fishing opportunities. These decisions will include the quotas for specified fish stocks.

Veterinary and plant health
In the veterinary sector, the focus will be on the prevention of animal diseases. Work will also continue on animal welfare measures and issues relating to food safety. Consideration will be given to the Animal Health Policy, protection of chickens kept for meat production and reform of the legislation on pesticides.

Forestry
Forestry issues will be of key importance during Finland’s Presidency and an EU Forest Action Plan is to be drafted to complement the EU Forest Strategy. Forest issues will also be discussed in international forums, particularly at the United Nations Forum on Forests (UNFF).

Meetings

The informal meeting of EU ministers of agriculture, to be held in Oulu, Finland, at the end of September, will discuss and assess the European model of agriculture. The focus will be on developments since the reform of the common agricultural policy. The aim is to enhance the policy adopted and examine the challenges that European agriculture will face in the future. During the meeting, participants will have an opportunity to learn about Finnish agriculture and forestry.

The civil servant meetings will be organised in cooperation with the Austrian Presidency. EU Chief Veterinary Officers and Directors for Forestry convened during the Austrian Presidency in the first half of 2006. The Informal Meeting of Directors-General for Fisheries and the Meeting of Directors of the EU Paying Agencies will take place during Finland’s Presidency.

In addition to the European Union’s external affairs, the Council is responsible for co-ordinating the work of the other Council configurations, preparing for meetings of the European Council, and dealing with institutional affairs and enlargement. During Finland’s Presidency, the General Affairs and External Relations Council will hold five meetings, chaired either by Minister for Foreign Affairs, Erkki Tuomioja or Minister for Foreign Trade and Development, Paula Lehtomäki. The Defence Ministers’ meeting held within the framework of the GAERC will be chaired by Finland’s Minister of Defence, Seppo Kääriäinen.

Key issues

At its sessions on external relations, the Council deals with the whole of the Union’s external action. This covers the common foreign and security policy including security and defence policy; trade policy and development policy. One of the Council’s priorities is to ensure coherence in the EU’s external action, in cooperation with the Commission.

Under the common foreign and security policy, the Council adopts Common Positions, Declarations and Joint Actions, for example in relation to EU crisis management operations. The Council also adopts conclusions on the main issues under discussion.

During Finland’s Presidency, topical issues in external affairs include the Western Balkans, Middle East and Iran. Matters relating to the EU’s crisis management capability will also feature prominently. Cooperation between the EU and Russia will be another area of activity; the legal framework governing the relationships between the EU and Russia will be discussed. Regarding the Northern Dimension, the aim is to reach a decision on a new political document to replace the Action Plan that will expire in 2006.

Questions regarding trade and development will be high on the Council’s agenda, for example when the Development Ministers take part in the Council meeting in October. Discussions will also focus on migration and development issues.

Discussions on enlargement will be based on the progress reports which the Commission will produce in the autumn of 2006 on candidate countries and other countries in the Western Balkans. The ways in which external action can support the goals of the energy policy will also be covered.

The informal meeting of the Foreign Ministers (Gymnich) will be held in Lappeenranta at the beginning of September. Relations between the EU and Russia are likely to be among the items discussed. The informal meeting of the Defence Ministers will be held in Levi in October. The intention is to discuss EU crisis management operations, the building of capabilities and improvements in civilian-military co-ordination in EU operations.

In September, the leaders of Asian and European states will come together for the ASEM 6 Summit (Asia-Europe Meeting) in Helsinki. During Finland’s Presidency, there will be six other third-country summits and over 150 meetings between ministers and officials from the EU and third countries. The EU will usually be represented by the Troika, with the Finnish representative chairing the meeting. These meetings will take place in Finland, Brussels or a third country and will cover current issues in global politics.

Finland’s EU Presidency : EU:s narkotikakonferens betonar polisens och social- och hälsovårdsmyndigheternas samarbete

Representatives of EU countries, applicant countries, Norway, Russia, Ukraine and Belarus are holding a two-day conference in Turku, 6-7 September, at which different forms of cooperation in efforts to cut the harm caused by drugs are being presented. Finland, which currently holds the EU Presidency, has organised the conference in cooperation with the EU Commission and the Council of Europe. In addition to border control and stopping organised crime, targeted measures directed at drug users are needed. The Turku conference is seeking to develop cooperation in working groups, which are dealing with issues of fieldwork, low threshold services, treatment guidance, and the prevention of infectious diseases related to intravenous drug abuse. Police, social and health work traditionally emphasise different approaches to drug issues. In order to achieve results, these authorities need to act jointly and to have a common outlook. The prevention of drug-related harm can be more effectively improved by increasing the interaction of social, police, training and organisations. The responsibility of the public and families in preventing drug problems is decisive. European aims The Council of Europe and its Pompidou group is an important partner of the EU in work on tackling drugs. The EU wants to intensify cooperation with Russia, and during the Finnish Presidency cooperation on drugs will be started with Ukraine. The Turku conference is also seeking to support measures by the EU and its neighbour countries aimed at preventing HIV. A further aim of the conference is to create a network of European cities. The network will be used to exchange experiences gained in different countries in carrying out projects. The aim is that through concrete cooperation a joint step can be taken towards a safer and more humane Europe. Humanitarian action is an advantage for all The prevention of the exclusion of drug addicts can be achieved by providing for their social welfare and health. This will also increase overall safety, prevent crime and the spread of infectious diseases, such as HIV. Police encounter drug users on the street, and this is a primary partnership in reducing the harm caused by drug use and in providing treatment guidance. Kansalaisten ja perheiden vastuu huumeongelmien ehkäisyssä on ratkaiseva. Eurooppalaiset tavoitteet Euroopan neuvosto ja sen Pompidou-ryhmä ovat EU:n tärkeä kumppani huumeiden vastaisessa työssä. Representanter för Europeiska unionens medlemsländer samlas till en narkotikapolitisk konferens den 6-7 september i Åbo. I konferensen deltar även sakkunniga från EU:s ansökarländer samt Norge, Ryssland, Ukraina och Vitryssland. Vid konferensen försöker man finna samarbetsformer för att minska narkotikans och narkotikamissbrukets skadeverkningar. Finland har i egenskap av EU-ordförandeland berett konferensen i samarbete med Europeiska kommissionen och Europarådet. Förutom gränsbevakning och bekämpning av yrkesmässig brottslighet är det viktigt att utveckla arbetsformer som riktar sig till narkotikamissbrukare. Konferensdeltagarna dryftar i olika arbetsgrupper frågor i anslutning till fältarbete, lågtröskeltjänster, vårdhänvisning samt förebyggande av smittsamma sjukdomar som sprider sig via smutsiga sprutor. Polisen och social- och hälsoväsendet har traditionellt olika tillvägagångssätt då det gäller att sköta frågor i anslutning till narkotika. För att nå resultat borde myndigheterna samarbeta och ha en likadan syn på problemet. Arbetet för att förebygga narkotikamissbrukets skadeverkningar blir effektivare genom ett ökat samarbete mellan socialväsendet, polisen, skolorna och organisationerna. Medborgarna och familjerna har ett stort ansvar då det gäller att förebygga narkotikaproblem. Europeiska mål Europarådet och dess Pompidougrupp är en viktig samarbetspartner för EU då det gäller att bekämpa narkotika. EU vill intensifiera samarbetet med Ryssland. Under Finlands EU-ordförandeskap inleds dessutom ett samarbete med Ukraina. Konferensen stöder också EU:s och dess grannländers åtgärder för att förebygga hiv-infektioner. Ett av konferensens mål är att bilda ett nätverk bestående av europeiska städer. Avsikten är att man med hjälp av nätverket skall kunna utbyta erfarenheter om olika projekt i de olika länderna. Med ett konkret samarbete vill man tillsammans ta ett steg mot ett tryggare och humanare Europa. Human verksamhet till nytta för alla Bästa sättet att förhindra att narkotikamissbrukare blir socialt utslagna är att se till deras sociala förhållanden och hälsa. På så sätt förbättrar man även den allmänna säkerheten samt förebygger brottslighet och smittsamma sjukdomar (hiv). Polisen möter missbrukarna på gatan och har en viktig roll då det gäller att minska de skadeverkningar som narkotikabruket orsakar och att hänvisa missbrukarna till vård. EU-maat, hakijamaat sekä Norja, Venäjä, Ukraina ja Valko-Venäjä kokoontuivat kaksipäiväiseen huumausainekonferenssiin Turkuun 6. syyskuuta. Konferenssissa etsitään yhteistyömuotoja huumeiden haittojen vähentämiseksi. Suomi EU:n puheenjohtajamaana on valmistellut konferenssin yhteistyössä EU:n komission sekä Euroopan neuvoston kanssa. Rajavalvonnan ja ammattimaisen rikollisuuden torjunnan lisäksi tarvitaan käyttäjiin kohdistuvien työmuotojen kehittämistä. Turussa yhteistyötä haetaan käytännönläheisissä työryhmissä, joissa käsitellään kenttätyötä, matalan kynnyksen palveluja, hoitoonohjausta ja ruiskuhuumeiden välityksellä leviävien tartuntatautien ehkäisyä. Poliisi sekä sosiaali- ja terveystoimi painottavat perinteisesti erilaisia lähestymistapoja huumeasioiden hoidossa. Jotta päästään tuloksiin, näiden viranomaisten tulisi toimia yhteistyössä ja heillä tulisi olla samansuuntainen näkemys. Huumehaittojen ehkäisyä voidaan tehokkaimmin parantaa lisäämällä sosiaalitoimen, poliisin, koulujen ja järjestöjen vuorovaikutusta. Kansalaisten ja perheiden vastuu huumeongelmien ehkäisyssä on ratkaiseva. Eurooppalaiset tavoitteet Euroopan neuvosto ja sen Pompidou-ryhmä ovat EU:n tärkeä kumppani huumeiden vastaisessa työssä. EU:n haluaa tiivistää yhteistyötä Venäjän kanssa. Suomen puheenjohtajuuskaudella avataan huumeyhteistyö myösUkrainan kanssa. Turun konferenssi tukee myös EU:n ja sen naapurimaiden HIV-infektion ehkäisyyn tähtääviä toimenpiteitä. Konferenssin yhtenä tavoitteena on muodostaa eurooppalaisten kaupunkien verkosto. Verkoston avulla vaihdetaan kokemuksia eri maissa toteutetuista hankkeista. Konkreettisella yhteistyöllä halutaan yhdessä ottaa askel turvallisempaan ja inhimillisempään Eurooppaan. Inhimillinen toiminta on yhteinen etu Vaikeasti huumeista riippuvaisten käyttäjien syrjäytymistä ehkäistään huolehtimalla heidän sosiaalisista oloistaan ja terveydestään Näin lisätään myös yleistä turvallisuutta, ehkäistään rikollisuutta ja tarttuvia tauteja (HIV). Poliisi kohtaa käyttäjät kadulla. Se on ensisijainen kumppani käytöstä aiheutuvien haittojen vähentämisessä ja hoitoonohjauksessa. Huumeiden käyttäjien auttaminen ja ihmisarvoinen kohtelu on yhteinen etu. Representanter för Europeiska unionens medlemsländer samlas till en narkotikapolitisk konferens den 6-7 september i Åbo. I konferensen deltar även sakkunniga från EU:s ansökarländer samt Norge, Ryssland, Ukraina och Vitryssland. Vid konferensen försöker man finna samarbetsformer för att minska narkotikans och narkotikamissbrukets skadeverkningar. Finland har i egenskap av EU-ordförandeland berett konferensen i samarbete med Europeiska kommissionen och Europarådet. Förutom gränsbevakning och bekämpning av yrkesmässig brottslighet är det viktigt att utveckla arbetsformer som riktar sig till narkotikamissbrukare. Konferensdeltagarna dryftar i olika arbetsgrupper frågor i anslutning till fältarbete, lågtröskeltjänster, vårdhänvisning samt förebyggande av smittsamma sjukdomar som sprider sig via smutsiga sprutor. Polisen och social- och hälsoväsendet har traditionellt olika tillvägagångssätt då det gäller att sköta frågor i anslutning till narkotika. För att nå resultat borde myndigheterna samarbeta och ha en likadan syn på problemet. Arbetet för att förebygga narkotikamissbrukets skadeverkningar blir effektivare genom ett ökat samarbete mellan socialväsendet, polisen, skolorna och organisationerna. Medborgarna och familjerna har ett stort ansvar då det gäller att förebygga narkotikaproblem. Europeiska mål Europarådet och dess Pompidougrupp är en viktig samarbetspartner för EU då det gäller att bekämpa narkotika. EU vill intensifiera samarbetet med Ryssland. Under Finlands EU-ordförandeskap inleds dessutom ett samarbete med Ukraina. Konferensen stöder också EU:s och dess grannländers åtgärder för att förebygga hiv-infektioner. Ett av konferensens mål är att bilda ett nätverk bestående av europeiska städer. Avsikten är att man med hjälp av nätverket skall kunna utbyta erfarenheter om olika projekt i de olika länderna. Med ett konkret samarbete vill man tillsammans ta ett steg mot ett tryggare och humanare Europa. Human verksamhet till nytta för alla Bästa sättet att förhindra att narkotikamissbrukare blir socialt utslagna är att se till deras sociala förhållanden och hälsa. På så sätt förbättrar man även den allmänna säkerheten samt förebygger brottslighet och smittsamma sjukdomar (hiv). Polisen möter missbrukarna på gatan och har en viktig roll då det gäller att minska de skadeverkningar som narkotikabruket orsakar och att hänvisa missbrukarna till vård. Det är till allas fördel om narkotikamissbrukare får hjälp och ett människovärdigt bemötande.
