The European Council brings together the Heads of State or Government of the European Union. The President of the Commission also attends its meetings. The European Council lays down general political guidelines for the EU’s development, and approves Presidency Conclusions. During Finland’s EU Presidency, the European Council will be chaired by Prime Minister Matti Vanhanen.
